Heather Dlhopolsky works on all matters of land use and zoning issues for projects including mixed-use, multi-family, and commercial properties. Her clients have included commercial and multi-family developers, institutions, and churches, among others.

Heather’s work demonstrates meticulous attention to detail and a drive to navigate through complex obstacles. She applies these attributes to provide skilled representation on land use, planning, and zoning processes such as CR Zone optional method development projects, master plans and sector plans, and conditional use (special exception) applications. She has extensive familiarity with complex zoning and subdivision regulations, as well as related laws, such as those concerning moderately priced dwelling units (MPDUs).

Her practice covers Montgomery, Prince George’s, and Charles counties and their municipalities, where she interacts extensively with local government entities, including the Montgomery County and Prince George’s County Planning Boards and County Councils, Charles County Planning Commission and County Commissioners, Montgomery County and Prince George's County Boards of Appeals and Hearing Examiners, Rockville Planning Commission, and various city councils.

She also has in-depth knowledge of and experience with the planning departments and permitting agencies in these jurisdictions. Heather acts as a true partner to clients, taking on their goals as her own and placing a high priority on responsive service. Her strong interpersonal skills and optimistic outlook facilitate productive and positive interactions with all stakeholders in a project.

Heather cares deeply about the regions she serves and has earned a reputation for giving back to her community, while developing relationships that enhance her practice. She has been active in leadership positions with the Greater Bethesda Chamber of Commerce and Western Montgomery County Citizens Advisory Board, and chaired the Montgomery County Nighttime Economy Task Force, having been appointed by the county executive to develop recommendations to improve the nighttime business climate. In addition, she has taught real estate at the University of Maryland, and is also actively involved in pro bono legal work in the Montgomery County community.
